Charles is the uncle of Teddy Montgomery, who was first seen as the only accepting family member of Teddy's sexual orientation. He ran for a council seat against Marissa Harris-Young, losing the election when a gay wedding video of Teddy and Shane was leaked to the news. Later, Silver approached him after having problems getting Teddy's permission to use his sperm to have a baby as they had previously agreed. However, his true feelings about Teddy's relationship with Shane came to the surface when he decides to file a motion to have Silver's embryos frozen indefinitely to protect the family name from being "ruined".
